Communications have provided the links that have brought the global society to its current state of development. The global society recognizes the diversity of peoples within it and, increasingly, the extent to which those peoples have links through immigration with communities in other nations.

These "global neighbourhoods" challenge traditional perspectives of the nation and are increasingly factored into global decision-making. In fact, "The Economist" has stated that this phenomenon is one of the most influential factors in determining US foreign policy.

Unlike other TV services, WTM will provide a window on the peoples of the globe by bringing their TV programs to its Canadian audiences. More important, these programs will convey the variety of views and interests produced by the people involved adding a new perspective to the views and judgements of journalists and networks who are foreign to the people of the original production.
