For the past decade, WTM has been tracking the response of Canadians to its proposed programming format. And, in 1996 it commissioned COMPAS Inc. a market research company, to analyze this data. COMPAS reported that:

  1. Enthusiasm [for WTM's program format] is rampant in every region.
  2. Canadians' enthusiasm appears affected by two considerations: misgivings about the current menu of programming and a serious interest in international programming.
  3. The vast majority of Canadians agree that international programming should be given preference over shows imported from the United States.

1986 - a multilingual service should be available across the country. 1991 - a multilingual / multicultural service should be available to all Canadians. 1991 - a multilingual / multicultural service should be available to all Canadians.
